What do you think about fiverr levels?

Was wondering if anyone would join me on this. The fiverr level of just 1 and 2 and then top rated seems a bit unfair as attaining the top rated level looks more tasking, just thought fiverr should upgrade to having level 1, 2,3 and 4 before top rated to give room for more grading and ranking. What do you think?
