Posted Request > Want to Approve Seller > Can't tell what I'm approving

I am brand new to Fiverr.
I have posted a custom request.
I have documented the request very simply.
I have a seller who has made an offer.

However, in my Request page it LOOKS LIKE he is offering one of HIS Gigs which is a License Plate Recognition Custom Software.

I want to approve him and hire him, but right now the only option for approving him is to accept the license plate software and that is NOT what I requested. My request was simpler, smaller code request.

Just trying to figure out Fiverr.
