Can you make a vector image from a photo and sell it?

I had a seller make an image for me and I want to put it on a t-shirt. Can I sell the shirt?
He found the image online and it is from a model.

Probably not, unless you have the proper rights to that photo. Did the Seller buy the photo from a stock photography company online? If so then you and your Seller should read the fine print of the terms of use for that image. Or did he just steal some models photo off the internet?

If you read the licenses for most stock photo companies, once you buy the rights to use the photo you can manipulate it and make changes. So a vector image would probably just fall into a modification of that original image.
