What is commercial use Extra?

Anyone can explain me what is commercial use Extra and what i need to deliver with order for this Extra ?

I’ve read some article about this.

Comercial extra : Buyer use your work for resell or for comercial need this
Buyer use for their personal no need.

But many seller don’t like this, it made their gig expensive and seller don’t place order when they demand comercial extra.

My own opinion: I don’t offer my buyer to buy it, if they need it, they will ask you and you offer them.
