Order is marked completed but buyer wanted refund as there was some problem with delivarable

Can anyone tell me how to refund a order that was marked completed long ago?

Go to order page that you want to cancel then click on Resolution center and then select a reason why you are cancelling the order and write a message for buyer then confirm by clicking Request Cancellation.
