How do I get a phone number at Fiverr to request a refund?

I have been waiting 3.5 weeks for a seller to respond to a gross misrepresentation of their skills when it came to logo design. The person has not responded to any messages from me, but promised me that s/he was patient and satisfaction guaranteed. The resolution center button doesn’t change from contact the seller to contact fiverr after # of tries!
