I wonder why?

Someone just inbox me, but then fiverr state that–

"For privacy reasons, this user may not be contacted directly."



What does it means?

Probably that person was sending spam, to you and to many other users. Some of the users reported him, and by the time you checked your inbox he was banned from Fiverr or his inbox disabled.

It is a scam letter. Ignore it and do not click on the links in it as I hear it is a virus.
