Why? Why? Why? Can't be a 1st Level Seller

I am not passed to be a 1st level seller. As I think I have fulfilled all requirement. I took few screen shots and tell me why? Are they limit me?

Hope this helps. It says you should have a low cancellation rate.

I am shocked that you have 26% cancellation and still have 100% rating.

I believe you have to have a cancellation rate of 10% or under before you can be promoted to Level 1.

26% cancellation rate plus 1 negative feedback (shown on the left of your image) make really hard for you to be promoted to Level 1 in my opinion…

But only Customer Support can bring light on this situation, we can only guess…

My cancellation rate was 33% when I hit level 1. However I had no negative reviews. It might also be that you have not hit the time mark. It says you joined about a month ago, you have to be active for 30 days. And depending on the type of cancellations you might have had, they might not be promoting you. I am sure all this plays a part.
