Withdrawal advice needed

I had a previous fiverr account making good $$ but That was banned because I was breaching Some TOS. I have made a new one. Need this two questions answered :

A. Can I withdraw revenues from my new account to the same payoneer card?

B. My previous account had 700$ in pending clearance. Is there any chance I will get them? Customer support says that contact after safety period but I am confused THAT PENDING clearance money can be withdrawn or not after getting banned?
