How buyer can refund his order while order was completed and there was 14 days passed?

I completed task and also order was completed but it was not rated. After 14 days i received notification from fiverr that order is cancelled by fiverr customer support. When i opened there was mentioned that order is cancelled by mutual cancellation. WTF is happening ?
