Fiverr doesn't return the Processing fees when the seller cancels orders?

I purchased some articles and was charged $26.5 (including $1.5 for the Processing fee). When the seller cancelled my order, I got only $25 back to my account. Where is the rest ($1.5 Processing fee?)???
