CANCELLED On the Day of Delivery!

I am New to Fiverr… I ordered Dec. 5th with a Delivery date of Dec 20th which is today. He is highly rated & has great work. However his communication was Very Poor. Most importantly he Cancelled on me the day of. I want to know how can I Report this. He also asked me for my godaddy account. I am Very disappointed, this has set all of my plans back. Please can someone help me. 😦
