I have 4$ in my account. How i add 1 dollar or withdraw that 4$?

I bought a deal that was 30$ and pay only 24. Cancelled that deal and then got my 24 back and spent my 20 on other gigs. how can i withdraw or add 1 dollar to my 4 remaining dollars? It doesn’t have withdraw option.

how do i add funds? And if i buy a gig will it withdraw 4 and only 1 from my paypal account or just ignore the 4 and get 5 from my paypal?
