Trying to add a client to my top/featured list, but it keeps getting rejected immediately without review

I have worked with Discover credit card, and it's not currently on their already approved list of clients. However, even though it says it can be reviewed and then accepted, it keeps showing up as rejected immediately upon submitting. Even though I have contracts, invoices, etc to back it up. I have submitted another client that was also not on the list, and it showed as pending and a day later was accepted. So, what's the deal?
