Fiverr doesn't send briefs manually to sellers. So complaining or asking support is useless. 

You need to sell more consistently through organic orders for the algorithm to identify you as a worthwhile seller for briefs. 

 

PS Most new/inexperienced sellers believe that Fiverr owes briefs to them as an easy way to get orders but that's not the case!!

Usually these sellers actually think and consider "Briefs" similar to "Buyer Requests" that's why they are sort of infuriated.

Yess!!

This is why I said they think Fiverr OWES them briefs!!

OP even complained officially like people call local electricity supply company when power goes off...  🤦‍♂️🫠

I had the same problem. But since they changed the briefs I think it's a little better. Not much but I still see the occasional brief that has to do with the services I offer.
