A user who purchased a job from me that I completed now asks for a new job but writes me:
"Hi Daniel, there's something wrong with my Fiverr account. Customer support has suggested I just do the custom offer from a new account. I'm going to message you from another account now. Can you please set up the customer offer there. Thanks"

The payment status of the completed order is clear in xx days

Is the user trying to scam me?

The terms of service (at https://www.fiverr.com/legal-portal/legal-terms/terms-of-service) say:

Multiple Accounts - To prevent fraud and abuse, users are limited to one active Fiverr account and one active Fiverr Pro account. Any additional account determined to be created to circumvent guidelines, promote competitive advantages, or mislead the Fiverr community will be disabled. Mass account creation may result in disabling of all related accounts. Note: any violations of Fiverr’s Terms may be a cause for permanent suspension of all accounts.

So I really don't think customer support would have asked him to message you from a new account if he already has an existing one.

You could maybe try saying (since he said customer support told him to do that) that you'll check with customer support what you should do (and maybe mention the terms of service rule?).

Maybe actually contact customer support about that user and ask them about it.
