can i have Client's phone number, address for international delivery?

I am differently abled freelance artist. I do paint it on canvas and packaged it. I can ship it around the world. International Delivery needs receiver's full name, phone number and address. Fiverr allows this?

if not, What can i do?

Yes, you can ask for and exchange the information but ONLY on the order page of an active order. 

Do not do it in the generic inbox before order placement, else you will lose your account.

You should have already known this, too. It's in the Terms of Service, which everyone agrees to when they sign up on the platform.
