I do understand - when a buyer searches with specific keywords, my profession will show up accordingly with relevant search results.
But as I see, we can send a custom offer relevant to your profession of my gig orders, or the ratings won't be showing on the profession's search result?

My hunch says that "Professions Catalog" has less to do with Fiverr's own search but more to do with Google SEO. 

Everyday millions of google search queries are related to designers, writers, developers et al, so the idea might just be to populate search results for popular professions over a period of time. This can bring in a windfall of new buyers to the platform.

The question here is - why we have the option for linking our custom offers to a specific profession?
So the professions will have an individual rating system - separate from our gig's current rating system?

Probably yes. 

And, a seller will appear as "a Professional with Ratings" only when a buyer is searching for that specific profession.

doesn't this bacome more confusing for the sellers? as we provided services through our gigs for a long time.
