What are the ways I can get work on Fiverr, that it is legal and does not go beyond Fiverr's rules? If there is any such system, please tell me.  As I am new here.

@devs_dulal There are a lot of self-proclaimed experts on the forum, like this seller who lists "buyer request". This is one of those so-called experts who doesn't know how Fiverr works. "Buyer request" has been removed by Fiverr for at least 2 years.

Those so-called experts are easy to spot. They have no orders, no reviews (or very few reviews). Most of the time their feedback is written by ChatGPT because they themselves are not able to write an English text (despite the fact that they mention "fluent" in English on their Fiverr profile).

Only take advice from reputable sellers.

Fiverr itself is that system that gets the orders. Everything else people talk about is just misinformation.

You are absolutely right, I appreciate you. But I want to know, how can we survive in such a competitive market place as a beginners even though we are trying to improve our work every day? Please suggest something in this regard.

At the moment, it is almost impossible for a new seller to get an order when there are already thousands of gigs available offering the same service. The only thing you can do is to build your gig as best as possible so that it attracts buyers.

Staying online is pointless and does not help. Using social media rarely yields results.

The first few weeks as a new seller are very important. At that time, Fiverr gives you a boost so that you rank higher in the search results. That is the time to get orders. So your gig must be ready from day one. If you wait too long to get your gig ready, the boost is gone.
