I am Qualified for top rated For past one year , My Stats are far better then Outstanding , but my success manager told me that my industry is not qualified for Top rated according to Fiverr ,  i want this badge , what should  i do???

If you were told you are not qualified from Fiverr's own team.. what do you want more? Clearly you can't get the badge.

Though your nested subcategory has 19 active gigs from Top Rated Sellers. so that 'industry' (Product Research) has them. Maybe they mean they don't want more TRS in that nested subcategory.

Assuming the success manger didn't mean just you aren't eligible, If they're not accepting more TRS in Product Research or maybe Ecommmerce management, but you have stats eligible for TRS then maybe try creating a gig in another subcategory, one they are accepting TRS for. Maybe it will take quite a while to get enough orders for that though.

That must be the reason.

Fiverr started focusing on PRO sellers last year. As you probably know, they gave a large group of sellers the PRO badge to increase their pool of PRO sellers.
They have enough PRO sellers in almost all categories because they hardly let anyone in anymore. So it wouldn't surprise me that they also have enough Top Rated Sellers.

A fellow seller is craving a TRS badge, while some new sellers are also craving their first order.

@abdul_amz_va, your success manager (an insider on the fiverr team) already gave you a heads up that a TRS badge for you is somewhat unattainable for you (for now), so just take it as it is.

If Fiverr is not coming forth with the badge you crave, just do your bit (as you already professionally do it) and wait the goodwave tides to push more waves of success to you (maybe the wave of a TRS badge 😉)
