Seller Plus ( Yes or no ) Also promoted gigs bug?

Hello everyone! I recently got back to lvl1 which makes me very happy after 1 year of doing my best like always tho, i cannot still promote my gigs for some reason, maybe i need to wait some time for my profile to be eligble again? don't know, also what do you think about selle plus is it worth to get it ? does it help to improve your profile / selling more in the end? thanks!

Many people complain that their managers are unavailable. 

If you are lucky to have a great manager, you can get a lot of useful information to improve. 

I had 3 different managers, and each helped me move one step further in all aspects.
