I created a Fiverr account two years ago without having any skills at that time. But with the phase of time gradually learned new skills and In this period of 2 years, I created and deleted a couple of gigs. You can say that a non-serious period. Now I want to start again with scratch but I do not know. Should I create a new gig on this Fiverr account or just deactivate the account and make a new one to start a fruitful career? How many reviews and orders do you have on your current account? If it’s only a few, you might consider deactivating the existing account and starting fresh. However, if you have a decent number of positive reviews, it’s better to stick with your current account—having reviews already can help attract potential customers.

You should start freelancing with your old fiverr account

I can see that you have zero reviews on your profile then there won't be much difference if you deactivate/delete the old account and open a new account because you will start from the scratch via new account too.

So better to stick with the old account, delete old gigs if you are not gonna work with them, create new gigs and start selling.

I didn’t offer services for the first three years of my account. From my experience, I didn’t feel like I had any disadvantages. Maybe there were some without me knowing, but if someone only looks at my "years active" and doesn’t read my profile more thoroughly, then I don’t know, maybe that buyer is not as invested in their project, which could mean trouble for the order process and result in a bad review. In that situation, maybe I dodge a bullet?

I just continued with this profile because I wasn’t really thinking about it; the only regret I currently have is my Fiverr profile ID, which you can’t change. So if you’re unsure about your current name, I suggest deleting your current account and creating a new one. But as far as the rest, why take the trouble when there is not factual evidence that you have a big disadvantage. As long as your profile is strong in showing your skill, a buyer will come.
