Level 1 Seller But Missing Promoted Gig Option,,, Need Help .

Tomorrow i was achieve Fiverr Level 1 rank, But I did not find Promoted Gig option. How can i Active this option?

So is that what "Client Satisfaction" means? That a buyer gave a bad private review, I ask because I just recently lost a success score point due to this.
