I'm new on Fiverr 
can you please give me a short content on how I can ask for my buyer budget for a particular project

a content that when the buyer reads it they will have no option but to tell me their current budget

An honest seller does not ask for the budget.

Every now and then I have a buyer who tells me his budget himself (without me asking). Every time I tell him right away that he should never tell me his budget on Fiverr.

There are too many dishonest sellers who then charge the full budget or just a little more to squeeze a little extra out of it. A seller who raises his price to get the full budget from the buyer is a dishonest seller. You have to quote your price and if the buyer can't afford it then he has to find someone else or you have to give a discount.

The specific budget for a particular project can only be determined by the client; no one else can decide that.
