Even if they're not getting new messages, old messages that were responded to faster than later ones can go outside the 60 window used for avg response time calculation, leaving only ones with the higher average response times.

See this help page: https://help.fiverr.com/hc/en-us/articles/360011451678-Everything-you-need-to-know-about-response-time-rate

eg. if a seller's responses are :

message 1, 1 hour response time

message 2, 5 hour response time

message 3, 1 hour response time

they'll have 2.33 hours average response time (showing as 2 hours avg).

When message 1 is more than 60 days old it won't get counted in the average response time calculation, so if they've not received more messages the calculation will only take into account the 2 messages:

message 2, 5 hour response time

message 3, 1 hour response time

(5+1)/2=3 hours average response time. So average response time has gone up even with no new messages.
