Yesterday I got promoted to level 1 seller but the Promoted Gigs feature is still no available to me. I read this article:

and I can't find something that marks me as not eligible for the feature.
 
I know in the past you were supposed to have at least 20 reviews on the gig. Is this still a criteria?
