Best way to understand and use the graphic design section.

HI I have been trying for weeks to get assistance with designing my office space, I have reached out to 5 different freelancers and some take long periods to respond, some don't understand my request but their profile states they do design work.  Others are really over priced and does not match what their profile states.  Any suggestions?
