If you have been away from Fiverr for a long period of time, then your gigs get deactivated by Fiverr. You need to contact support and request them to re-activate your gig(s). You will not be able to activate it by yourself.

Have you been demoted recently? It's possible that you have the maximum allowed active gigs already, and when you try to add the paused one back to it, that they won't let you due to it

If your Seller profile is active, You can publish a gig.
