I am unable to set my basic package price at $5, even though many sellers have their basic package price set at $5. I have attached a screenshot for your reference. I would appreciate your help in resolving this issue.

Hello @shamim_ahmed_bd this is due to the category you picked along the First page after the title in creating your gig. That Category has minimum of $15 to be set for the service. So Try changing your category. I hope this helps!
