Low customer convertion

Is it normal to have a client conversion rate of less than 1%? I have been a FIVERR freelancer for 4 years, but sadly, I barely had any orders in the first 2 years, then I managed to make a GIG, so I persisted until now. Currently, I find that a considerable part of my inbox is filled with stingy, toxic clients, and many scammers. I have worked for stingy and toxic clients at a loss, just to accumulate reviews, but it did not bring me many new customers. Is this the current situation of most ordinary sellers?

Such clients are legit red flags, impossible to satisfy and probably would have still left you not-so-good private reviews.

Don't take orders for the sake of reviews - this strategy never works.

Respect your skillset and experience & stick to the price you believe you deserve - right buyers with right budget will eventually find you.

My conversion rate is 0.07% (almost zero). And yet I continuously have 20+ orders. A low conversion rate does not mean that there will be no orders.
