Should I report the seller?

So I paid the seller 120 to work on my stuff, and he contacted me in discord saying he needed to charge more because of the complex. So we agreed 40 dollars and I paid him through PayPal. And he showed me a video of my stuff, and it looked good. I told him perfectly you're done, but on discord he tells me to cancel the order and pay him through PayPal 120. But I told him it would be faster to pay through fiverr instead getting my money back from the website. So he sent it complete, and I hit complete, but it's now two days, and he hasn't sent me my files back. Should I report him?

@lordyingyang  This seller has breached the Fiverr TOS by contacting you off the Platform.   That, and the fact that you haven't recived the assets you paid for, means that you should report him.
