The Fiverr app asked me to provide my credit card information and account balance. Are they allowed to do that?

It is a scam. Report the buyer and block him.

Fiverr will ask for money only when you subscribe to one of their programs (Kickstart, seller pro, Fiverr learn etc.). And to purchase those programs, you need to pay up-front using your card on the fiverr payment page. But no one from fiverr will ask for you credit card using chat, email or any other method.

 

So, most likely you are contacted by a scammer. For more personalized support, contact fiverr help.

I strongly advice you to start reading the Fiverr help files and the forum. Once you have some more knowledge you can start creating a gig.
