Verified Information visible to EU Customers

Hello everyone. I am an Italian user and I would like to create my first Gig. I was reading the documentation when this sentence on the Account Verification page caught my attention: "Once your information is verified, certain EU customers may see some of the information as required by applicable laws." I couldn't find precise information on who these "certain EU customers" are, and I would like to understand better how this sharing of address, phone number, etc., works.

Help me please.

Is it only if you say you're a business (not an individual) that those EU buyers would see your address, phone, email info? Because if it's every seller it won't be increasing security if their private info is given out.

And which EU buyers exactly (it says "certain EU customers may see some of the information as required by applicable laws" without saying which)? Is it specific countries? Based on IP address? What will stop anyone seeing the info by using VPNs which look like they're in a different country? Will there be opt outs?

Isn't it verifying those who say they're "individuals" not businesses too?

What about buyers who send the fake QR codes and fake payment screenshots are they going to get verified before they scan send stuff like that?
