Is "Extra fast delivery" applicable per unit of the package? - New User

I am new here and I'm setting up my seller account. I am wondering if the "Extra fast delivery" option is calculate per unit within the package or just a one-off fee that is added to the package regardless of quantity? Or do I create a separate, customized offer for buyers when they ask for a different kind of package?
