How can I send a buyer request as a new seller?

Anyone help me out this question. I would like to send  buyer request to client's. So I am not seeing this option anywhere in my gig pages. What should me to do? I have seen there "Get brief's" Option. Is it Buyer request? Or any thing else? Please let me knows any expert brother's.
