What's up with these UGC buyers?

A few months ago, I started offering UGC video creation. About 40-50% of the time, a buyer will send me a physical product to feature in a video and then never actually order a gig, even from a custom offer I send over. They also don't respond to any of my message follow-ups. The cynic in me thinks there might be something sketchy going on. Is anyone else experiencing this, or know what might be happening? Are they simply trying to obtain a shipping address for some other reason?

They're suppose to place an order before sending anything. Exchange of personal information (including mailing addresses) should only be provided on the order page.

Great advice and it makes sense. I'll do that going forward. My concern was the lead time and making sure the product arrives in time to work on and deliver the video, but I guess that can be rectified by adding a long enough delivery time. I'm still wondering why so many never proceed with the order. It's no skin off my back; it just feels a bit odd.
