I run a business and I often pay people on fiverr to do tasks for me. I use a credit card. My question is two fold 

1) I read that if you use a credit card to pay contractors, you don't have to worry about collecting W9/sending 1099 to tax authorities, is this true?
 2) I've also heard that Fiverr takes care of W9/1099 for us as buyers, is that true? If so, it conflicts with #1 which I'm confused about.
