2nd Gig not creating

I am a new seller, i have created my 1st gig, but when I want to create my 2nd gig it is not creating, it is showing a message on top that you can create a maximum of 4 gigs. But when I click on the button "Create a New GIG," it does not work, it only shows a message. How can I resolve this issue? Any one help me?

Same as mine. When i visited fiverr.com/seller/levels My account was flagged for a severe violation of fiverr policies.
