Attaching paypal to fiver earning section

Hello all i tried so much but i am getting failed to attach my paypal acount to fiverr earning section

the email that fiver sent me redirected me  back to fiver page  saying that the action is failed to authenticate

and in email it was saying i already have attached a paypal which is wrong   i have addded one to billing and payout section

what is the solution

You cannot add a PayPal because you are a Pakistani.. not a U.S. resident..
