Gig Questions

Hello, I'd need to know if the questions (called Requirements) are obligatory for the consumers or not.
For example, if I ask for a file or for any answer, can the user avoid that step and talk to me about it?

EDIT: Also, some questions would belong to specific packages. How can one separate them in this situations? Is the solution to ask them privately instead of using this Requirements feature?
