I am unable to Promote my Gigs

I recently got promoted to level and I have been trying to promote my gig without any success. The problem is Fiverr just takes me on rounds, when I click the "Create your first Ad Option, it just takes me to the FAQ page, below that page when I click on the "To join Promoted Gigs, click here" option it just takes me to the same page again. Where do I click to actually promote my gigs.
