Partial Refund Option not showing on Laptop

I want to send partial refund to one of my client as he wants me to stop working on the order but I can't find the partial refund page. Can anyone please share the link. All I am getting after clicking on the resolution center is the Cancel the order option.

It depends on the order amount. Partial refunds have a minimum order amount, $50.
