How can a newbie get his first order on Fiverr with just four gigs as previously there were 7 gigs allowed ?

When I saw the title of this topic I immediately thought: "This is a seller who is not getting any orders and is now complaining because he cannot create enough gigs."
So I looked at your profile and my suspicion was correct. Your account was created on September 2023. You do not have any reviews.

Do you really think that you will get an order with 7 gigs instead of 4 gigs?

When I started, I reached out to friends and family and asked them to order something small in order to get the reviews.

Some have no problem with $5 here and there to help out 😀
