Can't we see buyer reviews given by sellers untill we complete an order with buyer?

Yes, you can, on the buyer's profile, but only if there are such reviews.

New buyers don't have them. Buyers who don't rate sellers don't have reviews, either.

Besides what @catwriter mentioned - are you checking on phone app or laptop? 

Reviews and buyer level are not visible on phone app!!

Not just phone, I've checked from web browser as well.

It is impossible to show buyer reviews with clients until they have never worked.
