I'd love to be able to set pricing for bulk orders.

For example, it would be great if clients could automatically get a 5% discount for placing 2 (of the same) orders - 10% for 3 orders..... etc.

What do you think?

PS. subscription orders are not the same!

Generally, bulk orders are discussed separately with the customer and you create a custom order. If you want to share a discount, you share it that way. 

Would you prefer to have people randomly order something that you never agreed with beforehand, without any requirements you know, and they make a huge order with a discount as well? It's a good idea to discuss with the person beforehand to ensure their request meets what you can do. Because the last thing you want is to end up with a canceled order and a lower success score. Which can happen if someone orders a very difficult task, at a discounted price and it would be way less than you would charge anyway. 

I don't mind if this would exist, but aside from people where only regulars place orders, I wouldn't find this ok especially if you have a lot of people new to the platform placing orders..  At least in my niche, this would be extremely dangerous. Plus, I am not the type of person that offers discounts in general, I just prefer to offer a lower base price and no discounts.

The whole part of the appeal of Fiverr for many people, is the fact that they can place orders - just like buying anything online - without having to discuss anything beforehand. 75% of my orders are done this way - IMO it's the most "AFK" way of doing it, and it's the most sustainable.

This is a general marketing technique and normally every trading business try to adopt it. You have to make strategy in available rules and binding of the system. However you can do this designing your gig packages based on the bulk/ size of the work involved in your project. Fiverr allow three packages in the same gig.  You can easily design your gig in three packages :

1. first for single task.

2. 2nd for 3 or 5 tasks

3 . 3rd for no. of tasks above that.

Moreover you can mention extra cost for each extra task in gig 's extra section.

so we can assume that Fiverr is already giving the leverage and we can use it strategically.

That's a good point! The only thing is that when people see your Gigs they see "starting from" - and doing your suggestion would dramatically increase the "starting from" price (since my lowest package is quite low). But this is helpful, thanks!
