Revision system & Red Dots

Hi!  You know when we ask for revisions, we can place a red dot on the area and make a comment...

On my laptop that system works just fine.  But on my new computer, the "red dot system" doesn't work.  Does anyone know what might be wrong with my system settings, what I can change to make it work??  Thank you!
