Is it possible for buyers to invite (ask) sellers (freelancers) to create custom offers for your requests (briefs)?

Or, to put it even more simply, is there any way for buyers to give sellers a link to their requests?

Or can buyers, at the very least, tell Fiverr employees which sellers the buyers are interested in working with, who the buyers think will be good matches?

The last request I created on Fiverr as a buyer, I ended up copy-pasting all the information in a private chat to a seller.
