Unable to create a gig on fiverr

I want to create a new gig, but whenever I click on the "Create a New Gig" button, it bounces back to the same page showing "Create a New Gig," and I am unable to proceed with creating a new gig. Please help me resolve this issue, as I really need to create a new gig.

As a new seller/level 0 seller, you are allowed to create 4 active gigs only. 3 gigs are active while one gig is in paused mode. Delete that gig and create the 4th gig.

At least you have gigs. I came back to my old account but i also have the same problem. i have rating on that account & i don't want to loose it

due to rules of fiverr, new seller and old seller can create only 4 gigs.
