I know the level change on 15 march 2024 because today is 08 March 2024, but here it shows 15 February 2024, see why it shows I am not winning please help.

That's just a bug. You can contact support@fiverr.com, but I think that anyway you'll get the new evaluation on the 15. march. You got a promotion on 23. February so I'm pretty sure that the system is not "stuck" in 15. February, in your case.
