How to redesign wordpress  website if I have no access to add new plugins in clints website.

Errm... you call yourself an experienced WordPress developer. You should already know the answer to this.

If you have the access of cpanel then you can add new plugins directly in the website. Or install directly in the cpanel.

I suspect the customer is using the basic version of woocommerce.com hosting.  In this instance, I normally ask them to upgrade to the business plan with my reasons why.
